BROWNVILLE — In the spring the town conducted an emergency exercise involving a railcar containing hazardous material being punctured near a residential area, after heavy flooding hit with ice jams below the bridges on Route 11 and Church Street and with the weather forecast calling for temperatures to drop near single digits with wind gusts reaching 45 mph.
